Environmentalism is broader than wildlife protection. For a forest-dependent household, a forest is fuel, food, medicine, grazing, income, identity and security. A movement may defend ecological integrity through livelihood claims rather than through wilderness language.
Why the Environment Is a Sociological Question
Nature does not distribute itself socially. Property systems, state classifications, markets, technology, caste settlement, gendered work and scientific institutions determine who may use a resource and who must absorb damage. The same flood, drought or pollution event produces unequal outcomes because vulnerability is socially organized.
Sociology also studies how society defines nature. A river can be ecosystem, deity, irrigation source, hydropower site, legal object or national-development symbol. Movements contest these classifications and the authority behind them.

These types overlap. A mining conflict can simultaneously concern forest biodiversity, tribal religion, groundwater, labour, federalism and corporate power.

New Social Movement Theory
New social movement theory explains collective action that cannot be reduced to wage demands or seizure of state power. Environmental movements often defend identity, autonomy, bodily health, local knowledge, intergenerational responsibility and quality of life. They create new political subjects such as the forest-dependent community, the displaced citizen and the pollution survivor.
Alain Touraine and Alberto Melucci emphasize cultural conflict and collective identity, while Jurgen Habermas helps explain resistance to the colonization of lifeworld by bureaucratic and market systems. In India, however, environmental conflict is often directly about land, work and survival. Identity and material livelihood must therefore be analyzed together.
Political Economy, Metabolic Rift and the Treadmill of Production
Marxist political ecology examines how capital converts land, forest, minerals and water into commodities while displacing ecological costs. The idea of metabolic rift highlights the disruption of material exchanges between society and nature under capitalist production.
Allan Schnaiberg’s treadmill of production describes an alliance of capital, state and labour interests organized around continuous economic expansion. Firms seek profit, states seek revenue and legitimacy, and workers seek employment; ecological limits are therefore institutionally difficult to enforce.
Movements interrupt this treadmill by making externalized costs visible and by proposing decentralized, less resource-intensive or rights-based alternatives.
Environmentalism of the Poor
Ramachandra Guha and Juan Martinez-Alier distinguish livelihood environmentalism from post-material environmentalism. Affluent groups may seek clean air, recreation or wilderness after material security is achieved; the poor often resist because ecological degradation directly threatens food, fuel, water, shelter and work.
Chipko, fisher movements, anti-mining struggles and resistance to displacement illustrate ecological distribution conflicts: commercially valuable resources flow outward while local people absorb scarcity, risk and loss.
The concept should not imply that every poor community conserves automatically. Poverty can force overuse, internal elites can capture commons and local interests can conflict. Institutions and power decide outcomes.
Risk Society and Ecological Modernization
Ulrich Beck: manufactured risk
Modern industry produces hazards that are uncertain, delayed, difficult to localize and dependent on expert interpretation. Toxic exposure, radiation and climate change can cross borders and generations. Institutions charged with managing risk may also produce or conceal it.
Ecological modernization
This approach argues that regulation, cleaner technology, innovation and institutional redesign can make economic development environmentally rational. It is useful for studying renewable energy, efficiency and circular production, but movements ask who owns the technology, who pays for transition and whether efficiency reduces total extraction.

Ecofeminism and Feminist Environmentalism
Ecofeminist thinkers such as Vandana Shiva and Maria Mies connect the domination of women with the exploitation of nature under patriarchal development. Women’s seed knowledge, subsistence labour and care work are devalued while commercial production is privileged.
Bina Agarwal’s feminist environmentalism offers a materialist correction. Women are not naturally closer to nature; their knowledge and interests arise from the gendered division of labour, property rights and daily responsibility for fuel, fodder, food and water. Women also differ by caste and class.
This distinction prevents the celebration of women as natural caregivers from becoming a justification for assigning them even more unpaid conservation work.
Political Ecology and Environmental Justice
Political ecology explains environmental change through property, state policy, markets, technology and knowledge. It rejects accounts that blame local population or culture without examining the political economy that reorganizes access.
Distribution
Who receives water, electricity, minerals and revenue, and who receives displacement or pollution?
Recognition
Are tribal identity, sacred landscapes, women’s work and local knowledge treated as socially valid?
Participation
Can affected people obtain information, influence alternatives, refuse a project or enforce conditions?
Justice also has a temporal dimension. Future generations cannot participate directly, while pollution and climate change may create harm long after a project benefit is consumed.
Commons, Community Institutions and Traditional Knowledge
A commons is not an unregulated resource open to everyone. Elinor Ostrom showed that communities can sustain resources through recognized boundaries, locally adapted rules, monitoring, graduated sanctions, conflict resolution and nested governance.
Pastoral routes, village forests, fisheries and irrigation systems frequently depend on such institutions. Colonial and postcolonial states have sometimes classified commons as state property or wasteland, while privatization can fragment collective access. Yet “community” is not automatically equal: caste, gender and wealth influence rule-making and benefit.
Historical Background: From Sacred Protection to Climate Justice
Colonial Forest Policy and Resistance
Colonial forestry converted diverse lived landscapes into administratively bounded reserves managed for timber, revenue and strategic supply. Shifting cultivation, grazing, collection and local burning practices were restricted or criminalized. Scientific forestry simplified mixed ecosystems into commercially useful stands.
Forest satyagrahas and tribal rebellions challenged both material exclusion and the authority to define legitimate use. Resistance varied from evasion and continued collection to petitions, organized entry and rebellion. These movements were environmental in effect even when their language emphasized customary rights and subsistence rather than modern conservation.
Bishnoi Ethics and the Khejarli Sacrifice
In 1730 at Khejarli in present-day Rajasthan, Amrita Devi and many Bishnoi villagers resisted the cutting of khejri trees and were killed. The event is remembered as a powerful tradition of protecting living systems through religious duty and collective sacrifice.
Khejri supports arid agriculture, fodder and soil fertility, so sacred value and material ecology reinforced one another. The case demonstrates that environmental ethics need not originate in modern scientific institutions. At the same time, history should not be turned into a timeless claim that every traditional community is automatically conservationist.
Chipko Movement: Forest, Livelihood and Gender
The Chipko movement developed in the Garhwal Himalaya of present-day Uttarakhand during the 1970s. Villagers opposed commercial felling because forests stabilized soil and water, supplied fodder, fuel and small forest produce, and sustained hill agriculture. The movement grew from a longer history of forest grievances and from local organization by the Dasholi Gram Swarajya Mandal, associated with Chandi Prasad Bhatt.
In the widely remembered 1974 Reni action, village women led by Gaura Devi confronted loggers and protected the forest. Sunderlal Bahuguna later carried the message through marches and a broader Gandhian critique of ecologically destructive development. Tree embracing became the movement’s iconic repertoire, but Chipko cannot be reduced to a single tactic or leader.
Material base
Forest loss increased the time and labour required for fuel, fodder and water and intensified erosion, floods and livelihood insecurity.
Moral language
Non-violence, village self-reliance and the claim that soil, water and pure air were the real gifts of forests challenged timber valuation.
Gendered agency
Women’s leadership arose from work and ecological dependence, not from an automatic or biologically fixed closeness to nature.
Chipko produced restrictions on green felling in parts of the Himalayan region and transformed public debate. Sociologically, it joined a subsistence economy, Gandhian repertoires, gendered labour and a struggle over who possessed legitimate forest knowledge. Internal differences over conservation, local enterprise and control also show that movements are coalitions rather than perfectly unified communities.
Appiko Movement: Chipko Travels South
Appiko began in 1983 in the Uttara Kannada district of Karnataka under the leadership associated with Pandurang Hegde. Commercial felling and monoculture plantations threatened the biodiversity and livelihood uses of Western Ghats forests. Participants embraced trees, conducted foot marches and used popular education to connect forest change with local survival.
Appiko demonstrates the diffusion of a movement form without simple copying. A recognizable repertoire travelled from the Himalaya, but organizers translated it into the ecology, political institutions and cultural idioms of Karnataka. It therefore illustrates both movement networks and the local adaptation of collective action.
Silent Valley: Science, Poetry and Public Mobilization
The movement opposed a proposed hydroelectric project in Kerala’s Silent Valley, a tropical evergreen forest with exceptional biodiversity. During the 1970s and early 1980s, scientists, teachers, writers, students and the Kerala Sastra Sahitya Parishad carried ecological knowledge into a broad public debate. Poet Sugathakumari became an important cultural voice.
The hydel project was not implemented, and Silent Valley later received national-park protection. The case differs from movements centered primarily on displacement: biodiversity science, public reasoning and cultural symbolism played leading roles. Yet the movement also raises a continuing question about how protected areas should relate to the rights and needs of people living around them.
Jungle Bachao Andolan: Against Monoculture Forestry
The Jungle Bachao Andolan emerged in the Singhbhum region in the early 1980s when Adivasi communities opposed plans to replace naturally regenerating sal forests with commercially valuable teak. The conflict was not simply between trees and development. It was between two forest models: a diverse lived forest embedded in subsistence and culture, and an administratively simplified plantation oriented toward revenue.
The movement shows why counting tree cover alone can conceal social and ecological loss. Species composition, access rules and control matter. A plantation may appear green while reducing food, fodder, minor forest produce, biodiversity and customary autonomy.
Save Western Ghats Movement: A Regional Ecological Network
The Save Western Ghats campaign joined activists, scientists and local organizations across several states. A major march in 1987-88 helped publicize deforestation, mining, dams, plantations and other pressures across an ecologically connected mountain range.
Its sociological importance lies in scale-making. Separate local conflicts were reframed as one regional ecological problem, enabling activists to share evidence and attract public attention. The difficulty was maintaining a common agenda across diverse states, languages, livelihoods and development priorities.
Narmada Bachao Andolan: The Development Question
The Narmada Bachao Andolan grew from the mid-1980s around large dams in the Narmada valley, especially the Sardar Sarovar project. Adivasis, farmers, fishers, landless workers, activists and intellectuals questioned displacement, submergence, rehabilitation, environmental appraisal and the distribution of irrigation and electricity. Medha Patkar became its best-known organizer, while Baba Amte gave the struggle added moral visibility.
The movement used village organization, surveys, padayatras, fasting, satyagraha, public hearings, courts and international advocacy. It helped make development-induced displacement a national issue and contributed to global debate over large dams. Advocacy around the project also influenced the World Bank’s involvement and the demand for independent review.

The outcome is mixed rather than a simple victory or defeat. Construction proceeded, while litigation and mobilization altered rehabilitation standards, public consciousness and the language through which infrastructure is judged. NBA therefore demonstrates that movement effects can be legal, cultural and institutional even when the central project is not stopped.
Tehri and Koel-Karo: Two Valley Struggles
Tehri dam movement
Opposition in Uttarakhand highlighted seismic risk, the submergence of old Tehri, displacement and Himalayan ecology. Sunderlal Bahuguna used fasting and Gandhian moral protest. The dam was completed, showing the limits of symbolic authority against a strategic state project, yet the struggle enlarged debate on mountain development.
Koel-Karo movement
Munda communities in present-day Jharkhand opposed a hydroelectric project that threatened villages, agricultural land and sacred sites. Strong village institutions, territorial identity and long mobilization made consent central. Police firing in 2001 exposed the coercive edge of development administration.
Comparison is analytically useful: both opposed submergence, but Tehri prominently mobilized ecological risk and a threatened town, while Koel-Karo linked territorial rights, Adivasi self-rule and sacred geography. The same project category can therefore produce different movement identities.
Bhopal Survivors Movement: Toxicity and Corporate Accountability
The gas leak from the Union Carbide plant in Bhopal in December 1984 caused mass death and long-term illness. Survivors’ organizations transformed an industrial disaster into a continuing movement for adequate compensation, criminal accountability, medical care, research, clean water, remediation and responsibility for intergenerational harm.
Bhopal reveals the social organization of risk. Poor settlements were located near a hazardous facility; information and emergency capacity were inadequate; women carried disproportionate care burdens; and survivors had to establish the credibility of illnesses before medical, legal and bureaucratic institutions. The disaster was sudden, but injustice became chronic.
Risk production
Cost, technology, maintenance and regulatory decisions created a manufactured hazard rather than an accidental act of nature.
Citizen epidemiology
Survivors documented symptoms and exposure when official knowledge was delayed, contested or insufficient.
Corporate power
Transnational ownership complicated jurisdiction, accountability and the ability of injured citizens to secure remedy.
Use Bhopal with Beck’s risk society, but add class, gender and global inequality: risks may cross boundaries in theory, while their production and protection remain sharply stratified.
Niyamgiri: Sacred Landscape, Forest Rights and Gram Sabha
The Dongria Kondh and other forest-dependent communities resisted proposed bauxite mining in the Niyamgiri hills of Odisha. For them, the hills were not merely an ore deposit or a collection of ecosystem services; they were a source of water and livelihood, an ancestral territory and the sacred abode associated with Niyam Raja.
In its 2013 judgment concerning the mining proposal, the Supreme Court recognized a role for Gram Sabhas in determining claims connected with religious and community forest rights under the Forest Rights Act. The village assemblies considered the proposal and opposed mining. This made procedure itself a significant movement outcome.
Niyamgiri is a strong illustration of recognition justice. Its lesson is not that culture replaces ecology or economics, but that democratic assessment must understand a landscape through all three dimensions.
Anti-Mining and POSCO Struggles: Extraction Corridors
Mining conflicts in Odisha, Jharkhand, Chhattisgarh, Goa and elsewhere arise where deposits overlap with forests, Adivasi territories, farms and water systems. Open-cast extraction can reorganize an entire region through roads, ports, processing plants, waste and security. Political ecology therefore studies the extraction corridor, not only the mine pit.
The movement against the proposed POSCO steel project in Odisha brought villagers, betel-vine cultivators and activists into conflict over land acquisition, forest rights, livelihood valuation and policing. The project did not proceed in its proposed form, but the long struggle generated internal divisions, repression costs and uncertainty.
Plachimada: Groundwater, Panchayat and Corporate Power
In Plachimada, Kerala, local residents mobilized against a Coca-Cola bottling plant amid complaints about groundwater depletion, water quality and waste. Adivasi women were prominent in sustained protest, while the local Panchayat became an important institutional arena.
The conflict converted groundwater from an apparently private production input into a question of commons, public trust and local democratic authority. It also showed how everyday reproductive labour becomes political: when wells fail, women often absorb the additional time and bodily cost of obtaining water.
Chilika, Fisheries and Coastal Commons
Fisher movements around Chilika Lake in Odisha resisted forms of intensive shrimp aquaculture and enclosure that threatened customary fishing access and lagoon ecology. Comparable coastal conflicts concern ports, tourism, industrial corridors, trawling and conservation zones.
A coast is a moving social-ecological system rather than an empty line available for allocation. Fishers depend on seasonal knowledge, landing places, estuaries and collective access that conventional land titles may not record. Development can therefore dispossess people without acquiring their houses.
Anti-Nuclear Movements: Energy, Expertise and Uncertainty
Movements around Kudankulam in Tamil Nadu, Jaitapur in Maharashtra and other proposed or operating sites question accident risk, radiation, coastal livelihood, land acquisition, emergency planning and the democratic control of strategic technology. Fishers have often played a major role because exclusion zones, thermal discharge and perceived risk affect both work and settlement.
Supporters emphasize low operational carbon emissions, energy security and technical safeguards. Opponents emphasize low-probability but catastrophic harm, radioactive waste, institutional secrecy and the unequal capacity to exit risk. Sociology does not settle the engineering calculation; it examines who defines acceptable risk and who bears consequences when expert assurances fail.
Urban Environmental Movements and Bourgeois Environmentalism
Urban movements organize around air pollution, waste, water, public transport, trees, wetlands, lakes and open space. Resident groups, workers, informal settlers, waste pickers, cyclists, scientists and courts may all participate, but they do not necessarily share one vision of the clean city.
Amita Baviskar’s idea of bourgeois environmentalism explains how elite demands for order, beauty and green space can shift environmental costs onto poorer citizens. A riverfront can be cleaned by evicting settlements; streets can be beautified by removing vendors; waste can disappear from affluent neighbourhoods while remaining the occupational hazard of waste pickers.
Ecology with exclusion
Cleanliness, property value and aesthetic order are pursued while informal livelihoods and housing are treated as pollution.
Ecology with justice
Pollution reduction is combined with affordable mobility, secure housing, worker protection and democratic access to common space.
An excellent answer therefore asks whether urban greening redistributes environmental goods or merely redistributes poor people.
Conservation versus Livelihood Rights
Fortress conservation treats protected nature as a space from which human use should be excluded. It can protect habitat, but where people have longstanding rights it may criminalize grazing, collection, cultivation or residence and produce conservation refugees.
Rights-based and community conservation seek to combine biodiversity goals with tenure, knowledge and participation. The Forest Rights Act recognizes individual and community forest rights and provides a framework relevant to conservation, while actual implementation remains uneven. Community control alone is not a guarantee: local hierarchy, commercial pressure and weak monitoring can also degrade resources.

Constitutional and Legal Framework
Article 48A directs the State to protect and improve the environment and safeguard forests and wildlife. Article 51A(g) makes environmental protection a fundamental duty of citizens. Judicial interpretation of Article 21 has connected life and dignity with environmental quality, while Articles 14 and 19 can also matter when decisions are arbitrary or protest and livelihood are restricted.

Law is neither a gift from above nor an automatic solution. Movements create legal language, gather evidence and press institutions to act; state agencies, firms and communities then struggle over interpretation and enforcement. Formal rights become social power only when information, organization and remedy are accessible.
Environmental Impact Assessment, PIL and the NGT
Environmental Impact Assessment
EIA is intended to anticipate ecological and social effects before approval, compare alternatives, invite public participation and prescribe mitigation. In movement politics, however, the crucial questions are whether the study is independent, whether cumulative and livelihood effects are included, whether information is available in usable language, and whether a public hearing can actually alter the decision.
Public-interest litigation
PIL widened access to constitutional courts and helped articulate principles such as precaution, polluter pays, public trust and intergenerational equity. Litigation can secure a stay, demand compliance or create authoritative language. It can also shift a mass conflict into a technical arena controlled by lawyers and experts, and judicial orders framed as environmental protection can harm informal workers or settlers.
National Green Tribunal
The NGT offers a specialized forum for specified environmental disputes, compensation and restoration. Its value depends on accessibility, timely filing, quality of evidence and enforcement by administrative agencies. Neither a tribunal nor a clearance process substitutes for democratic planning.
Science, Expertise and Counter-Knowledge
Environmental conflicts are also conflicts over knowledge. Project authorities may rely on cost-benefit analysis, engineering models and consultant reports. Communities may contribute seasonal observation, oral history, livelihood mapping and embodied experience of exposure. Social movements often work with independent scientists to build counter-expertise.
