Medical Termination of Pregnancy Amendment Bill- 2020
Important Pointers
- Requirement for opinion of one registered medical practitioner (RMP) for termination of pregnancy up to 20 weeks of gestation and of two medical practitioners for 20-24 weeks of gestation.
- Enhancing the upper gestation limit from 20 to 24 weeks for special categories of women.
- Limit of 24 weeks for termination of pregnancy will not apply in cases of substantial foetal abnormalities.
- Name and details of a woman whose pregnancy has been terminated shall not be revealed.
- The contraceptive-failure condition for “any woman or her partner” has been relaxed from the present provision for “only married woman or her husband”.
Surrogacy
- Surrogacy is the practice whereby one woman carries the child for another with the intention that the child should be handed over after birth.
- India remains among a handful of places where paid surrogacy is legal. It was banned for foreigners in 2015.
Surrogacy (Regulation) BILL
Features of proposed Bill
- Proposes altruistic surrogacy and bans commercial surrogacy.
- Provides that the surrogate mother needs to be close relative of the intending couple.
- Intending couple becomes eligible by obtaining a certificate of infertility after 5 years of not bearing a child.
- Insurance coverage for the surrogate mother is limited to 16 months.

- PISA is the OECD’s (Organisation for Economic Cooperation and Development) Programme.

Annual Status of Education Report-ASER-2019
- NGO Pratham published ASER Report 2019 ‘Early Years’.
- ‘Early Years’ ASER collects data on the schooling or pre schooling status of children in the age group 4-8.
- It is an annual survey that aims to provide reliable annual estimates of children’s schooling status and basic learning levels for each state and rural district in India.
Key Findings
- Private schools performing better than the Government schools.
- Among the young children of age 4-8 years, more girls than boys enrolled in government institutions, and more boys than girls enrolled in private institutions.
- Children from less advantaged homes are affected disproportionately.
- More than 90% of children in 4-8 age group are enrolled in some type of educational institution.

Global Hunger Index
- The report, prepared jointly by Irish aid agency Concern Worldwide and German organisation Welt Hunger Hilfe termed the level of hunger in India “serious”.
- India is ranked 102 of 117 countries.
- Behind its neighbours Nepal, Pakistan and Bangladesh.
- The GHI score is calculated on four indicators — undernourishment; child wasting, the share of children under the age of five who are wasted (that is, who have low weight for their height, reflecting acute undernutrition); child stunting, children under the age of five who have low height for their age, reflecting chronic undernutrition; and child mortality, the mortality rate of children under the age of five.
Eat Right India Campaign
- Campaign with its new logo and tagline ‘Sahi Bhojan, Behtar Jeevan’ was released by the Union Health minister.
- Eat Right Movement was launched in 2018 by Food Safety and Standards Authority of India to improve public health in India and combat negative nutritional trends to fight lifestyle diseases.

Human Development Report – 2019
- Title- “Beyond income, beyond averages, beyond today: Inequalities in human development in the 21st century”

o Per capita income - India ranking in 2019- 129/189– score- 0.647
- Improvement over 2018 ranking which was 130/189 with score of 0.643.

HICDP
- India and Maldives signed 5 MoUs for establishing the Addu Tourism zone in five islands of Addu atoll.

- All six projects are grant projects fall under India’s High Impact Community Development Scheme (HICDP).

Kaladan Multi-Modal Transit Transport Project

BIMSTEC-DMEx 2020
- The 2nd BIMSTEC Disaster Management Exercise (BIMSTEC-DMEx) 2020 is a 3-day exercise that discussed standardization of protocol, formulation of policy and guidelines for protection of heritage sites during disasters and their conservation post-disaster.
- BIMSTEC- Bay of Bengal Initiatives for Multi-sectoral, Technical and Economic Cooperation (BIMSTEC) is a regional group of seven members: Bangladesh, India, Myanmar, Sri Lanka, Thailand, Bhutan, and Nepal, established in 1997 through Bangkok Declaration.
Indo Pacific Oceans’ Initiative (IPOI)
- India launched an open global initiative Indo Pacific Oceans’ Initiative (IPOI) at the East Asia Summit held in Bangkok, Thailand.

- Initiative will evaluate projects on various parameters, in line with ‘G20 Principles for Quality Infrastructure Investment’ including level of public consultation, transparency in funding, debt traps and basic environment norms. Projects that meet the norms will get a “blue dot” certification, which will enable them to attract private funding and not have to depend on state funding alone.

“Foundational” agreements that US has signed with India:
- General Security of Military Information Agreement (GSOMIA): enables sharing of military intelligence and requires to protect each others’ classified information.
- Logistics Exchange Memorandum of Agreement (LEMOA): permits (not binding) the military of either country to use the others’ bases for resupplying or carrying out repairs.
- Communications Compatibility and Security Agreement (COMCASA): enables the two countries to share secure communication and exchange information on approved equipment.

UNCLOS
- United Nations Convention for the Law of the Sea or the Law of the Sea treaty – a came into operation and became effective from 16th November 1982.
- Its binding on members.
- USA has not ratified it.
- The law of the sea provides for full money rights to nations for a 200-mile zone by their shoreline. The sea and oceanic bed extending this area is regarded to be Exclusive Economic Zone (EEZ) and any country can use these waters for their economic utilisation.
